Fresh install of Premiere Pro 22.3 today and when I lauch the Premiere Pro it comes up with the error "Directory object cannot construct with this path."
Im on Big Sur 11.6.5, File & Folder permissions all checked, tried with full disk access as well with the same errror on launch.
Tried uninstalling and reinstalling, same error.
No idea what directory its trying to create.
Ok, so I hate having to answer myself since I seemed to have figured out the solution. It has absolutely nothing to do with the iZotope plugins, it just happened to be the last thing on the splash to load.
I was sucessfully able to get 22.3 to launch using the following:
I unintalled 22.3 (full removal since it never fully installed), reinstalled from CC.
When it initially started to launch 22.3, I went to inspect the premiere settings folder permissions in /Documents/Adobe/Premiere Pro/22.0
...I had the same issue.
I followed MWongSounds advice and checked the read/write status of the settings folder to no avail. What I did notice however is I was trying to run version 23 and the folder was for version 22. I made a copy of the folder and renamed it "23.0" and booted up Premiere again... Success!

Yes i've had the same error, and have tried installing and reinstalling. This error message keeps coming up.
It hasn't affected my other Adobe apps, just premiere pro. Not sure what the problem is.
Assistance would really be appreciated

This weekend I did a fresh install of Mac Ventura on a partition and Installed Premiere and hit the same problem, I first changed the permissions in Library/application support/Adobe to all "Read & Write" but it didn't fix it, then I changed the permissions on the "Adobe" folder in Documents to add "Staff" Read & Write and "everyone" to Read and Write and selected "apply to enclosed items" and that did the trick.
Its still definitely an installed folder permissions issue on the developer side.

I had worked with Adobe for over two hours trying to fix this problem and it didn't work. Then we created another admin on my computer and it was not a problem! So basically I needed to move everything over to a new account because even Apple couldn't help me get it sorted.

If its at all helpful, the splash screen does load and the plug-ins load and it stops at iZ Adobe Loudness Bundle.

Yes, i have several Audio Plugins installed, some of them are from iZotope!

It appears those plugins are causing this hang up. Can you attempt to uninstall or at least reinstall the latest version of those iZotope plugins?

Can you explain what iZotope is? I'm using a mac mini and this is a new world to me, but I'm having the same loading issues.

I do, I went ahead and temporarily deleted the entire audio plugin folder in library/application support and relaunched Premiere Pro and the same error occured. I also deleted the iZ Adobe Loudness Bundle from the mediacore folder in library/application support/adobe/common/plug-ins/7.0/mediacore and same issue.
It would be useful to know what the next step Premiere Pro does after the initial plugin load in. Is there an error log to check?
I didn't have a previous install of Premiere Pro on this APFS volume, it feels like it has to create a directory for its initial setup but doesn't have the proper permissions. Unfortunately I dont know where it wants to attempt to create a directory to. It sounds like it needs a folder permission fix.

Since you've removed those files, try to reset your plugin cache

Not sure if this is useful but upon launching theres a data_87302.txt in the logs folder with this text in it. Perhaps it has something to do with the ASL or dvacore.initializerstatemgr

I have the same issue on Win10 as well. Fresh CC Cloud install, and this problem came up with first time launching Premiere. Quick solution would be highly appreciated.
I tried to downgrade, but then the issue is that on loading screen, Premiere gaets stuck on "Loading ImporterQuickTime.prm"
