Hello all:
In Premiere Pro CC 2015.3, i can export mp4 with H.264 and bit rate 300Mbps
but in Premiere Pro CC 2017, the same export format, bit rate only 50Mbps
why ?

You need to change your profile to High and your level to 5.1 or 5.2. Those are the only H.264 profiles that support 300 Mbps, which is the max bitrate for an H.264 file. Here's a screenshot of the English version to show you where you can find that option.
