Just tried File > Close All Projects multiple times this AM and it did not work for me.

See some people's fixes (and associated frustrations) here: Re: Why is my search bar grayed out and unusable?

E.g., "Saved original project with new name, closed it, opened a brand new project (for which search bar worked properly), closed it and re-opened original project and the search bar then appeared, working properly. PProCC v12.0, Windows 7."

Roll Back version using creative cloud app.

We are using 13.0 as it is the only stable version that it works on.

I would hold off on updating for at least 6 months with adobe as their focus are on new features and not stability.
