Premiere Pro CC 2019 Still Won't Save Workspaces

It will save the workspace for the current project but for me, the project window always moves next to the effects window when creating a new project.

Any way to fix this?

Yeah seen this quite often. Don't think there is a permanent fix for this yet.

For me the Project window also has a mind of its own.

I set my workspace correct and hit save workspace again.

01. trash the preferences

02. create your workspace and save it

03. if it scrambles again click reset to saved layout from window

Has anyone found a fix for this issue? I installed the update to Premiere Pro and it still isn't fixed. Every time I start a new project, it doesn't have my workspace saved. I've tried the recomenneded solution of removing the preferences. Did not work. This is very frustrating and time consuming to rearrange the workspace with every new project.
