When trying to export from the timeline (using both the shortcut command E and the drop down) Premiere Pro just locks up. I have downloaded the latest version of CC for Premiere Pro 13.0.3). Is there a work around or fix?

Does it happen if you create a new project as well?
If yes or no, start with and try again: FAQ: How to reset (trash) preferences in Premiere Pro?

This did not fix the problem. Relaunched PP and held down shift+command and reset cache. The opened the project, tried to export and Premiere simply locks up.

Has it ever worked?
Did you try to create a brand new project and export?

Yes it has always worked exporting the timeline to the desired file type. I will use the Creative Cloud Cleaner tool and reinstall to see if that works. In the meantime here is the information you requested:

Uninstalling and reinstalling did not work. Still the exact same issue. Open Project and timeline, set in and out point, then try to export and PP freezes up. I can save in the background, I can hide the app, but I can not do anything else. I have to actually hard shut down the computer to get out of the app.

ryansgroup, try to launch Adobe Media Encoder and go to File > Add Premiere Pro Sequence to see if that works.
Kevin-Monahan or Wes Howell, do you have any other tips?

Is it crashing when trying to specify the directory to export to? File system related?
Does the export start?

The export does not even begin, nor does the dialogue box open to set your export setting and destination. When I do both command+E or the drop down for export it does the same thing. You can see the tool bar shift colors acting as though the dialogue box is opening, yet the box is not to be found.

Hello,
When you tried to re-install, did you remove preferences while uninstalling your "older" install?
There could be an issue here where for some reason the previously set export location is either unavailable, not accessible or there could possibly be a permissions issue.
Do you remember what drive you had been exporting to? Can you reset / verify your permissions on your disks?
Wes

Same issue here.
The only way to fix it: downgrade
Downgrade to version 13.0.2 and if you use Adobe Media Encoder, downgrade it to 13.0.2 version too.
Don`t upgrade to Premiere 13.1 and 13.1.2. It has the same issue.
If you have project files saved on a version above 13.0.2 (13.0.3 or 13.1), there is online tools to downgrade project version. Just google PREMIERE PRO DOWNGRADER or PREMIERE PROJECT DOWNGRADER. Works great.
That is a shame Adobe CC has so many bugs.
I just can`t upgrade my Adobe Premiere version.
I spent (and lost) an entire day to solve that.
It seems to be related to GPU. When I removed it from my PC, media export worked, but I need my GPU for rendering faster.
So, downgrade it.

Thought I'd contribute since this forum helped me. Essentially what this post says: Downgrade. In my case it was to v14 since older versions are no longer available. Then used the online utility to downgrade the project file and then all else worked.
I was not able to downgrade Media Encoder. I am using HP laptop with i7 and low powered MX150.
Bottom line downgrading seems to fix the issue. Everytime I went to export PP just hung, grayed out and then windows close program diaglogue

Additionally, I tried opening another project and exporting that timeline. Same result occurs; locks up and can not even force quit the application.
