Gifs are exported with one frame scenes and mp4 (H.264) are exported with 10 minutes of a still frame and the audio isn't synced or even close

I've uninstalled and reinstalled and deleted preferences any help with this or things I could do?

screen recordings often have variable frame rates which are problematic in premiere

https://community.adobe.com/t5/premiere-pro/faq-issues-with-screen-recorded-footage-in-premiere-pro/...

use mediainfo to determine whether your source is variable or constant frame rate

https://mediaarea.net/en/MediaInfo/Download

if it's variable use handbrake to convert to constant frame rate

https://handbrake.fr
and here's a tutorial on how to use handbrake

look at it in "textScreen Shot 2020-10-08 at 10.26.06 PM.png" view.  It should either say constant or variable frame rate
