Premiere Pro Gaussian Blur Fading

I want a cropped section in the bottom right corner of the video to have a constant blur without fading. At the beginning of the video it fades in for about 3 seconds and it also fades into the full blur at a video transition that I have in the middle of the video. I've messed around with keyframes but I can't figure out how to stop the gaussian blur from fading in at the beginning of clips. Any help is much appreciated! Thanks.

There was a cross-dissolve at the beginning, removed it from the blurred clip. Whoops!

Set first keyframe at the beginning of each clip to the value you would like it to be and not at 0.

Right now I have no keyframes, so shouldn't it always be the value that I have it set at?
