Preset effects are not applied from preview window

Hello, I found another Adobe surprise: on the Pr 23 and 22 and I think on all-of-them: I can not apply my effect presets by drag-and-drop from the preset preview window. It also does not work properly when I try to apply it to an adjustment layer instead of directly in the clip. What is the reason for this?...

I can't replicate. The effects I apply ... apply. Have you tried resetting the workspace?
