Try resetting the preferences:

If that doesn't work, try resetting the Workspaces:
Reset a workspace
Reset the current workspace to return to its original, saved layout of panels.
1. Do one of the following:
• Click the Workspace menu icon and select Reset to Saved Layout.
• Choose Window > Workspace > Reset to Saved Layout.

If that doesn’t work, try updating or rolling back your graphics driver directly from the video card manufacturer’s site. If NVIDIA, do a clean installation of the latest Studio Driver (NOT the Game Driver).
If that doesn't work, try creating a new project and import the old one into it.

It goes away if I change the size of the premiere program (slightly smaller than full screen) or open in an external monitor...?

That seems like a graphics driver issue.
What graphics card and what driver?

I have a HP Omen i7, 32gb ram laptop. Nvidia Geforce GTX 1060. I rolled back the driver but I think it may have been a loose screen cable as the problem has gone. The problem does not happen on an external monitor either.

I am still thinking on this. Most likley graphics driver or cable...?

I'm going to guess hardware on this also. Even cables come into play.
