Question about changing aspect ratio.

Working with the project below, I think I want to adjust the aspect ratio so I can scale the image better without losing so much of the top and bottom (aiming for a YouTube video).

 

I have the frame size set to 1920 x 1080, but where I usually see an aspect ratio of 16:9 I'm seeing 8:3. Is there a way to maintain dimensions and change the aspect ratio back to 16:9?
