Quick Sync export results in much larger file than requested on PP 2018.1.2 and PP 2019.1.5

I use to export CBR 0.5 mbps draft files for content review.

I now enabled Quick Sync and checked it on a short test file.

With software encoding I get what I've set for - 0.5 mbps file, but with Quick Sync hardware encoding I get 4 mbps file (and better quality which I don't need).

Seems to be a bug(?)

GPU - Gigabyte 2070 RTX super
