MIke, I'd need more information to even start to guess.
What's the media and effects used, what are you rendering to ... and do you mean render or export? ... and what specifically are the 'colors' you are referring to, and any message you get?

I've been both using Premiere for over a decade and participating here and other places of troubleshooting. I've helped, as others here, on this type of question I don't know how many times, to successfully get users working again.
I didn't ask stupid or idle questions, there are solid reasons to my entire post.
The original clip media on the timeline is always a factor, and also any effects that may have been applied to them. This is a processing issue period. We need to know what is being processed.
And of course, what you are rendering to is specifically to find what format/codec you have set for rendering your sequence. As that is also part of the data needed to sort this entire processing chain question .

First, lets clear the air.
My response was to simply sort out the confusion over my initial post.
I started by addressing each of you points; as succinctly and clearly as possible.
First I confessed to not understanding the relevancy of your first question. To which you appear to have taken offense, where none was intended.
I shared what I understood about Rendering so you'd understand the I knew the difference between Rendering and Exporting, or I think I do. I'm still pondering the "Rendering to" concept. Maybe I'm stupid.
But I was especially mystified when you asked "what specifically are the 'colors' you are referring to."
How is it possible to be this deep in a discussion about Rendering and not be able to make the connection with those "3 colors?"
Can you see how I might be wondering if you might just another novice trying to help another novice?
That said: We are talking about a sequence with several clips. The red clip definitely needs rendering. But as I said, the red clip is a red herring.
Each of the clips in this sequnce has different effects; some have none. When I render the sequence the colors do not change. Rendering should cause the colors to go green, right?

Not offended Mike, I was just trying for clarification myself. Please remember, no one "here" is at your machine, or begins with the slightest context for any questions asked. And context always matters. I prefer a lot of context, as it reduces guessing. Which is good for everyone.
Premiere's render-suggestion colors are just that ... suggestions ... for when it thinks you might have struggles with playback. Most of the time, when I do have red render bar showing, I don't get any hiccups whatever ... no dropped frames, no slowdowns ... and I never have troubles when it shows yellow.
So I don't often need to do a render to get playback settled as it's not an issue to begin with.
That of course will be different for every computer, media, and effects and workflow. As if you've got 6 video tracks and 12 audio tracks plus mograts plus effects ... on most any system, that may well need rendering to get solid playback.
