Safe Margins resulting Black/Blank Program Monitor.

This issue has been proven common for Premiere 13.0.2 and 13.0.3
When safe margins are turned on, the program monitor will show a black/blank screen (sometimes with a white line on the bottom)

I have seen many users complaining about program monitor not playing anything. If you have safe margins on, turn it off.

A bug report has been filed: BUG - 13.0.2 Safe margins disables video output – Adobe video & audio apps

Also, as a workaround, change the renderer from Metal to OpenCL or CUDA

Go to File menu > Project Settings > General > Video Rendering and Playback > Renderer: set to Mercury Playback Engine GPU Acceleration (OpenCL)

You second level support is not aware.  I've spent days trying to resolve crazy problems.  I am crashing every time I try to render with this error.

Same issue here.

MacOS 10.12.6

Premiere Pro 13.0.3

NVIDIA GeoForce GTX 680 Mac Edition

MacPro 5,1 (2010)

In my system, the workaround only works if I choose Mercury Playback "software only" acceleration. If I choose Metal, I get the bug (but it otherwise renders). OpenCL creates video garbage. And CUDA is no longer an option.

If you are on 10.12.6 with GTX 680 you should still have CUDA rendering as an option. 

CUDA is 100% available with latest drivers in High Sierra 10.13.6 17G5019 with NVIDIA Web Drivers.  NVIDIA Web Drivers are 100% required for CUDA in macOS.  Often change between Mojave with RX 580 and High Sierra with GTX 1080 FE.  Use CUDA with High Sierra and Metal/OpenCL with Mojave.

Is there any update on when this will be addressed?  Changing renderer or turning off safe margins isn't really a longterm fix...

safe margins was never turned on & there is no option to change the renderer from Metal to OpenCL or CUDA in 13.0.x
