Smeared render between JPG images

I don't even know how to describe this to search for an answer. I tried several queries and nothing came up.

I have a project consisting of JPG files. I had dissolve between each of the pictures and some of them had strange screens displayed between them (see attached picture). I deleted the project and started from scratch with just the JPGs and now transistion effects. Same result. I have made dozens of slide show videos before with no problems. All my Adobe software is current and so are the PC's video drivers.

I don't even know where to begin to resolve this. All help is greatly appreciated.

Try saving the jpegs as psd or tiff in Photoshop and then import those into Premiere Pro.

Converting them to PSD did not work. However, converting them to TIFF did. Go figure.

I that doesn't work, delete the Media Cache and Media Cache files:

If that doesn't work, try resetting the preferences:

If that doesn't work, try resetting the Workspaces:
Reset a workspace
Reset the current workspace to return to its original, saved layout of panels.
1. Do one of the following:
• Click the Workspace menu icon and select Reset to Saved Layout.
• Choose Window > Workspace > Reset to Saved Layout.

If that doesn't work, try unchecking Composite in linear color in the sequence settings.
