If I want to transcribe my sequence, the Dutch language pack isn't showing up. How can I fix this? I work on a Macbook Pro (14 inch, 2021) Apple M1 Pro. My premiere pro is up-to-date!

As far as I know, the Dutch language is not supported (yet) for the transcribe function.
As I'm Dutch as well, I would love to have this feature as it helps you a great deal when creating subtitles.
Please feel free to add this as a new idea on this community.

I'm Dutch, but because I prefer to have all my apps in English language, I have decided to install an English version of Windows as well as English as the native language on all apps.
Probably this has something to do with this - that not all language packages are included by default by Windows? I will investigate further...

For some reason, I cannot find the corresponding language pack in Premiere Pro CC2023 either.
However, it is part of the Beta version of the app. You can use the Creative Cloud App to install the Beta version of Premiere Pro. It is part of the section Categories as the last Item (Beta apps). So I'm not sure if this feature is still being regarded as in development, or that it has been deployed in the official release.

Yes, just install the beta version through the CC app, make a copy of your project file and then open that one up.

If it's in Beta now, it'll be very likely included in the next major update. Usually around NAB and IBC new releases are planned, so it's a safe bet to expect this by then. But only Adobe knows for sure. And those who do know are under NDA...
Meanwhile, you can already install the Beta app yourself via the Creative Cloud App and start working with it. Usually, subtitles are done as a last step before publishing, so it's safe to copy your project file and then open that copy up in the Beta version.

In Creative Cloud go to 'apps'.
Click on the dots next to Premiere and select 'add ons'.
A pop-up opens. Here you can select the languages you want to install.
