The UI has changed again, my captions are ready, but where are they, where can I find the box to edit the text ?
I suspect you are running into this bug:

In the Transcript tab, 3 dots drop down, "re-transcribe." Not obvious!

What do you mean when you say your captions are ready? You've done an auto-transcribe? Having a transcription doesn't automatically mean there are captions. I don't have Premiere open in front of me right now but if you've got a transcript made then there should be an option in that tab to create captions from the transcript.

The cations are ready (left) but the 'import transcript' is greyed out

Well sorry no 'easy walkround' for me I'm currently in 'Thick' mode
How do I get the dialog box back to make these adjustments?
I've deleted the audio track, cleared it from the source panel, in order to start again but the transcript still comes back !
I could have transcribed War and Peace while I'm tring to do a 50 minute video. Not a happy bunny.

It worked this time as I placed an 'in and out' marker. I was confused with your post
it says turn it the Transcribe off, but also turn it on.

I did try re-transcribe (3 dot menu) before but it didn't work.
