Transcript works normally but when I press to Create Captions it gets stuck on this loading bar that doesn't move whatsover.

Thank you! I went back to v22.6.4 and it seems it's back working.

Are you getting the exact screenshot in the original post above? Or does yours show zero percent?
Look in the Creative Cloud Desktop for Premiere Pro 2024 and click the 3 dots, then click Get Add-ons. Does it show the language pack for your language as "added"?
