I've been using the voice over function in the past, but yesterday when I went to use it, I noticed that it is grayed out. I rebooted PP and my PC, to no avail. Today, the same thing. What is the issue and how can I fix it?

Sorry for the issue. Go to Premiere Pro Preferneces > Audio Hardware & check the Default Input option. Change the audio hardware device & test.

Sorry for the trouble. Please share a screenshot of Preferences > Audio Hardware and also the greyed out Microphone icon.
What is the model number of the Audio Input device?

I have the same problem. I have managed to get it to work at times but have now resorted to using my 2016 version of Premier so that I can voice over.
It's incredibly frustrating. Is there a solution to this problem?

For recording audio, I recommend using a Digital Audio Recorder. Something like the Zoom H1n.
These tend to work pretty flawlessly.

I had this issue today too, realized that the icon would turn gray when I put my airpods in. Just decided to record with the speakers on my computer.
