Title option not available?

I'm very new to premiere pro (just opened it this morning). I'm working on some online videos to learn the ropes. I cannot find the option to create a new title. According to the video, I should be able to click the new item button and select title (or sequence or anything else) none of my options include a title option.

In the Adobe tutorials it says to go to file>new> title.... again this isn't an option. I figure there is some setting or something that needs to be activated for me to find this option. Does anyone have a step by step tutorial to make a title sequence or some guidance on where I'm going wrong?

The latest version of PPro now has two methods of making Tiltle.  One is the old Legacy Method that will correspond to your tutorials.

Its in the Menu Bar.  Create New Legacy Title.
