Trouble Capturing HDV

Forgive me if I sound ignorant. I am currently trying to digitize DV Cam footage from Sony 124 Advanced ME tapes onto a windows computer using a Sony Digital HD videocassette recorder with a firewire. I am trying to capture in premeire pro but every time I hit record the video plays on the cassette but premeire doesn't capture the frames. It says recorder error. Recorder captured no frames. The project capture settings are HDV. If anyone can help with this I would be so grateful. It's kind of driving me crazy.

What format is on the tape? DV or HDV?

Windows or Mac? Which OS and Premiere version and build.

--ALL versions of Windows from 7 through 10 need the legacy driver!
I have NOT used it, but many say to try this for HDV capture
