Unable to update or uninstall apps

So recently I've been having issues exporting videos on Premiere Pro, after numerous troubleshooting dead ends I decided to just uninstall and reinstall it.  The creative cloud would just say "waiting."  I then tried updating and it just said "processing."  I then tried to do this with other apps as well and noticed that none of them update or uninstall.  I checked if my subscription was paid and it was so I am very lost on what to do.

Please Help.

If you are unable to uninstall the app

Then you can try force uninstall of Adobe Premiere pro by using Adobe Cleaner tool

Use the Creative Cloud Cleaner Tool to solve installation problems

Also, if you are facing issue in exporting

Check your OS update it should be up to date

Try to Export it with another format on different location/path
