And your export settings are even smaller than your source. When you view the export, make sure you set it to only its original size not allowing the viewer to expand the window size.
Also, are you sure that your sequence in Premiere is the same pixel size as your Source media?

Try H.264 as format.

Good answers above, but are you using any video footage from your camcorder? If so, THAT is what you want to base the project on. For instance, if camera is shooting 1080p (1920x1080) high-resolution video, then that would be a good basis to start with. You've started with using an SD (Standard-definition) sequence, then exported to quality half of that!
Never export using the MPEG4 setting, that is for cell phones with the .3gp extension. Use an H.264 preset, and those can be full HD with the .mp4 extension.
So, if using any camcorder/DSLR footage, import that into Project Bin, then add first clip to a New Sequence (empty timeline) and it may ask if you want to have the sequence match the footage, say YES. Or right-click a clip and select New Sequence from Clip. Either way, you will have a sequence to properly match the video you are working with. Then any other material you add (stills, downloaded video clips, etc) can be scaled to frame size as needed. Don't do the reverse, and let other secondary media control the sequence size or you may end up with poor results.
Thanks
Jeff
