Video With HTML Layer?

Hello i had been working to make a video with any extension that can show html code over it while it is playing .

So my question is which adobe product can help me to make a video and while the video is playing i can show a banner or layer iframe html code for website , but the video should not be embedded on web it just can play on video player and if i am connected to the internet the code whatever if it is html in iframe or js code can be showing over the video while it is playing ,

Impossible. Video files are not Web pages.

Fully dependent on whether or not the video player supports HTML layers, not a thing that you can create in Premiere Pro. The only thing you can create in Premiere Pro are markers, which may be read out as part of the metadata.

He says "the video should not be embedded on web". Even VLC doesn't have an HTML layer renderer.

Maybe take a look at Flash.  I'm not very familiar with it.  Could be the HTML link will only work if the output is embeded on a web page.
