In order for Premiere Pro to work smoothly, you need enough RAM so that virtual memory is never used.
That said, I would place the virtual memory on the OS drive.

Yes.
It is generally recommended to place the Scratch Files on your fastest disk.

I disagree with Bob's advice above. I recommend setting the Scratch settings to the root of a dedicated Scratch drive. Leave it there for all projects.
The exceptions are Libraries and Motion Graphics, which are best kept in Same as Project to ensure they get archived.
The above keeps things pretty well organized and snappy.

I was thinking that the scratch files were in project settings. I guess that they're in the Preference settings. I'm not at my editing computer to confirm that.
As far as a separate drive, yes, I agree, but in this case the OP has only two drives.

You're correct, Scratch is a Project Setting, not a Preference. But when set up as I described, it won't ever need to be changed.
I am recommending the OP get three more drives.

The problems there are both cost and size.

What you're asking about isn't called Virtual Memory, it's called Scratch files. You set those under File>Project Settings>Scratch Disks...
They are best set to their own dedicated drive, as below.
C: Windows & Programs
D: Project files, still images, audio files
E: Cache and Scratch
F: Camera media only
G: Exports
Virtual Memory is another thing entirely. It's a Windows setting best left alone.

I can't read the language.
But in English, Virtual Memory is something else entirely. Those are the Scratch Disk settings.
I'm not clear on your question about similar settings.

Clevo's are great. If it is a fairly current model and has a USB 3 port and you take my suggestion of the Samsung T5 portable SSD you can do like I do and put all your project files and media files on the T5 and just move it back and forth to your desktop. Since you have an SSD on the laptop and if you want to use this workflow just leave the Media Cache and Media Cache Database in their default location on the boot drive. They do not need to be transported between machines the will just be quickly regenerated if you change computers. I use this regularly so I can edit in my easy chair, but go to the desktop for final tuning and export. Works great!

What laptop? It is easy to change on some laptops like mine. First thing I did was repalce the hard disk drive with a SSD, but there is an easier way if you have a USB3 port on that laptop? It is a Samsung T5 portable USB drive. I can operate this laptop very easily with one of those and just my other boot SSD..
