premiere pro makes you choose between HDV and DV before you can start a project.
Hi Isaiah:
These are are the two digital tape formats that Premiere Pro supports directly.
If you're workflow is tapeless, you can ignore this.
If you're workflow includes DV tape or HDV tape, you can pick the one that corresponds to the format you're using; however, you can change it at any time as needed.
DV is a standard definition tape format (480i60 if shooting NTSC) and HDV is a high definition tape format (1080i60 is common, but other settings are supported). Each can be recorded to a MiniDV

I think this is only the setting for firewire capture, dv is standard definition, hdv is a form of HD that uses a similar data rate to dv.

Hi Isaiah, I saw your post regarding HDV and DV. I'm just starting an ew project and it is my 1st time using Adobe Premiere. I see that I have to choose either DV or HDV. Being that I am shooting 4k on SD cards, I am not sure what to choose. Any help would be appreciated. Thanks

Although Warren's answer is very good ... the simple answer is don't worry about it. You're not using tape media, so it's not an issue that applies to you. Either/neither and move on.
