What's the difference between Broadcast Colors and Video Limiter?

I'm trying to determine what the difference is between the Broadcast Colors video effect and the Video Limiter effect. Do they do the same thing? Is one better than the other?

Broadcast colors is not GPU accelerated and so slower, it probably doesn't compress and hard limits. You should use the Video Limiter which is newer and has greater control.
