When I export a large video It only exports part of it and video can be blank on some exports

Every time I export videos in Premiere Pro, there are always problems. I understand Premiere Pro has export problems, but this is crazy. I have watched so many videos on how to export videos faster or fix them, but it's all the same stuff over and over, and every time I try to export a specific project I have, it always crashes at 1:10 minutes. I tried exporting specific parts of the project, but it also crashed at 1:10 minutes. I rendered the video separately until it was green, and it still crashed at that time. I have tried changing the encoder to software, but it makes the render time around 10 to 12 hours and still crashes at 1:10 minutes (because I actually let it run for an hour). I have tried selecting the entire source option in the exporter, and it still crashes at that time. I have tried to get rid of the effects around that time, but it still crashes! I have even tried copying and pasting the project into a brand new sequence, and that does nothing. I can't DO ANYTHING. I have an RTX 3080 and a Ryzen 9 5900X, which are really good but still A lot of videos I have seen talk about how your computer might not have enough memory for the export, but I have exported projects like this, so that's not the problem, I don't think. Please, if anyone can give me a list of reasons or something, it would be appreciated. I'm not sure if this is a bug or not.

And for the blank screen when my video actually exports, it's a black screen. Changing the encoder to software does work, but again, when rendering, it takes forever! (A list of solutions would also be appreciated.)

Keep in mind that the video is 1080p, 6:59 minutes long, and 8863 MB.

(also in image the render is not completly green but I have made it completly rendered before and this problem is still the same)

Your sequence setting is incorrect.

1920x1080 can never be lower, needs to be upper or progressive. Guessing the latter.
