I have Premiere Pro 22.0 on Mac OS Catalina 10.15.7.
Adobe sent me the download link in chat.
Now they say they can't send me the link to 22.2.
I need it as it's the only one that does automatic transcription that's available for Catalina. 22.0 has transcription options but automatic is disable and won't connect to the network.
Help appreciated. Thanks.

After you have installed Premiere Pro 22.0, Creative Cloud Desktop should allow you to update to the lateset version of 22.x which is 22.6.4.
Unfortunately, we are no longer able to install any incremental version we like of Premiere Pro 22.x.

Sorry, I may have misread what you do or do not have installed.
Click the "•••" to the right and check what shows under "Other versions".
Are you using a Mac that cannot be upgraded beyond macOS Catalina?

Go to the vertical list of icons to the left and choose "Apps" at the upper left.
In the list of options for Apps, choose "Updates".
You should see an option to update Premiere Pro 22.0 at the right, but you may have to scroll down a little to see it. You may also need to click "Check for updates" at the top right.
Here's what I see on my 2013 15-inch MacBook Pro Retina running macOS Catalina 10.15.7. Of course, since I've already updated to 22.6.4, Premiere Pro shows under "recently updated" instead of being an available update.
It's important to note that, for better or worse, the subscription plan from Adobe officially supports the current version (2024) and the previous major release (2023). You and I are likely seeing 2022 because it's the last version to run with the version of macOS that our MacBook Pros can run and we already have Premiere Pro installed. Otherwise, we would not see it at all. Even if we were to hack macOS to a newer version (not recommended), we would likely get System Compatability Report errors (Help > System Compatability Report...) in Premiere Pro. I run Windows 10 on this MacBook Pro via Bootcamp and, unfortunately, that's out-of-date as well.

Sorry that you can't get the version you need for your workflow. I have the same issue. My older versions got deleted accidentally and now I can only get 22.0. I cannot install incremental versions since no earlier install of the app was detected. I'm not sure of the reason why.
With a Mac that is over a decade old, I'd say it's time for a new Mac. Is it possible to treat yourself? As a rule of thumb, most editors update computers every five years at a minimum. I wish you luck in solving this problem. Sorry for the frustration.

Davinci Resolve allows the user to download many of the previous versions. Why does Adobe allow users to only be able to download the previous version?

Hmmmm. I have tried to have multiple versions of Resolve installed at the same time as I prefer to not remove the version that I have been using when I install the new version of something (which Adobe has always allowed); however., it is my experience that while Resolve and Final Cut Pro allow for older versions based on the current operating system that they do not allow multiple versions at the same time (at least not officially).
