why premiere pro cc 2017 doesn't export captions?

I have subtitled the material with open captions and when I export I don't see it in the final material

this is my problem in premiere CC 2017 Can't export captions option (SCC).

Vidya,

In my export settings, all the Caption settings are grayed out.  I am just trying to export a video with a title, and the title never shows up in my exported video.

I can burn the captions when exporting the video, but the format was back to default. And even when I closed the export window, all the format I set up was gone in preview panel.

After I restarted Premiere CC, the format of captions was back and successfully export.
