It would be very convenient if there was an option to map a mouse scrolling to moving one frame back or forward in the Timeline panel or make it a customizable feature

Hi @John28850210ubid,
Thanks for the feature request. I like it, so I up voted. As a workaround, you can do what you want, but you have to put your cursor in the time ruler of the Program Monitor, which is pretty nice.

 

I don't see any reason why the team couldn't implement your request. I will happily advocate for you. I hope others will up vote here, as well.
