Adobe Premiere Substantially Lagging

Hello, I'm having substantial lagging of my newly installed Adobe Premier 2 on my surface 3 laptop running windows 10. I have a 32GB memory with an Intel i7  processor base speed of 1.5 GHz and 4 cores. I use a proxy to help me with that but somehow I feel that this isn't helping much. Any advice to help me boost the speed of processing 360 videos on ADOBE Premier Pro? Thanks.

That may be the issue.

 

If you only have one hard drive, that may also be an issue.

 

Does it help if you edit with the power adapter connected?  Laptops usually throttle down the processor speed when on battery power.
