Auto Reframe doesn't work

When I use auto reframe to convert my sequence to 9x16, it initially does the job then instantly moves over the clips to the lower right and I guess I have to manually edit the keyframes to move each clip in the sequence back over to the middle?  It also doesn't allow me to change scale.  What am I doing wrong?

I'm wondering what is your media scaling preference set to? Set to Framesize, Scale to Framesize, None, what?

With that set, I think Premiere will re-size media to the sequence.

Try Set To or None.

Nope, I tried all 3.  I was able to export it in that format, just can't get the auto reframe to work.

Have you moved the anchor points for those clips?
