Dropped frames during playback Premeire Pro CC 2019

I recently upgraded my PC and to Premeire Pro CC 2019 since then I have been having intermittent dropped frame issues. During the initial set up and edit in a project it would seem that everything is working fine, I get no dropped frames, but when I close the program at the end of the day and reopen the next the same fully rendered files that played back perfectly in the initial edit will have 80 to 150 dropped frames at playback with no changes. I have tried deleting render files and re-rendering everything but once the playback issue arises it does not go away. Things I have tried to fix this issue

Render and replace will work for an initial playback but subsequent playbacks will have the dropped frame issues

I have switched the memory from Performance to memory and back again several times

Cleared media caches and switched locations of the cache files

switched from mercury transit with GPU acceleration to software only and back again

I edit mostly with Sony MXF files (1920x1080) Quicktime files generated through after effects and PNG graphic files on a 720P timeline

Adobe Premiere CC 2019

Windows 10

Intel Core i7-8700K CPU @ 3.70 GHZ

32 GB Ram

EVGA Geforce RTX 2070

I have contacted Adobe service twice with no resolution to the issue.

If that doesn't work, try resetting the Workspaces:

Reset a workspace

Reset the current workspace to return to its original, saved layout of panels.

  1. Do one of the following:
    • Click the Workspace menu icon and select Reset to Saved Layout.
    • Choose Window > Workspace > Reset to Saved Layout.
