Error Retrieving Frame and Premiere Pro not Closing

I just reformat my laptop then I install my Adobe Premiere Pro 2020 but when I tried to open my projects, there's an error showing up ERROR RETRIEVING FRAME 0 at a given time. When I tried to view the frame and the file that has being said, my Premiere got stucked, like it was not responding. After I closed the Premiere, you can't open it again, unless you open your task manager and search the Premiere in the process Tab you can find the Premiere there eating a lot of RAM.
