Interface lags in timeline when proxies are on

This isn't a playback issue. It's an editing issue. Trying to move clips around on my timeline has become a chore, and I keep misplacing them because there is a lag on manipulating clips in the timeline when I have proxies turned on. Unsure how to fix. It's manageable, but also miserable. You think you're making a precise edit only to find that the screen hasn't updated what you've done so you've over/undershot where you want things to go.

Like trying to play a first person shooter with a really low frame rate, I keep missing my target. I turn off proxies, everything in the interface is super snappy. However, I can't play anything back cuz it's all 8K RED files.

Anyone else have this issue?

Things that have NOT fixed the issue:

-resetting prefs

-turning off/on GPU accelerated playback

-turning on/off Mercury Transmit

Premiere 14.3.1 on macOS High Sierra, 2013 Mac Pro 6-core 3.5GHz Xeon, 32GB RAM.
