Good luck getting any resolution to this. Since the last Windows update and Premiere Pro upgrade, countless users have been having nothing but constant problems. Instead of offering support, the Adobe "specialists" have been abusing people.
I even went and bought a brand new Microsoft Surface Laptop 3, and Creative Cloud was the first and only thing I installed with only Premiere Pro and Media Encoder on it. It asks for administrator-level privileges to essentially have total control of the system to do its thing, and even with a brand new laptop, brand new installation, and admin-level privileges, it's still doing what you describe and some. It's constantly pinging the mothership checking the license, for everything, for fonts, for every move you make, and it crashes or hangs all the time - I have yet to have it exit properly, it freezes on exit every single time.
But don't worry, they have another 300,000 updates in one week to send out.
