Hi 

Can someone please explain.  Why does my footage from my mavic 2 play smoothly through various apps on windows 10. But still  struggles even when using proxy in premiere pro. I encoded to proxies hoping it would help.

Are you using the latest Pr version? Adobe introduced hardware decoding in 14.5 which helped a lot in enhancing video playback on my side. For example, I had a multicamera project with 3 4k cameras and now I can edit it smoothly while in 14.4 I had to create proxies
