PPROHeadless using 13.35 GB of memory

I just upgraded my Premiere Pro.  I checked the activity monitor and see that PProHeadless is using 13.35 GB of my 16 GB of memory and when I have a project open. 

I'm having playback issues, which I didn't have before upgrading. I assume this is because so much of memory is being used. I'm wondering if there are configurations I should change to make this run more efficiently.

I can use proxies, but I've always been able to edit with HD files without a problem.
