Premiere disregarding settings and exporting MXF files with audio at wrong dB

Trying to export MXF files with audio at -20dB - everything looks good, sounds good, settings are put in, runs the test fine, I hit export.  When I bring in the file to check, the audio is not what I set it as. It plays louder.  It's not consistent, it's not always a certain number of decibels louder than I set it, I've tried different settings and all sorts of tricks from tutorial videos. Premiere seems to just ignore whatever settings I choose and puts -lldB instead.  If there is a fix, please tell me what it is, I've seen another person with a similar issue on here and all they were given was a link to an FAQ and the link doesn't even work, when I click on that it just sends me to the main community page.  So again, please please please if you know the answer just paste it.  Thank you, any help would be hugely appreciated.
