Hello,
I new to Premiere Pro and video editing in general. All videos show with my Sony A6400 'stutter' when playing them back in Premiere. The video playback stutters (like its skipping frames?) and the audio rapidly cuts in/out. It happens consistently the entire time its playing and at a steady fast rhythm.
PC Specs:
*Windows 10
*Intel i9-9900K CPU
*RTX 3070 GPU
*32 GB RAM
*SSD (also tried working from M.2 SSD)
*Adobe Premiere Pro v. 14.9.0
Additional Details:
*The videos are XAVC S HD, 1920 x 1080, 59.94 FPS.
*The videos play fine in all other players I've tried.
*GPU Acceleration is enabled in Premiere.
*H264/HEVC hardware accelerated decoding is turned on in my preferences. My Nvidia GPU is selected.
*I have tried using all 11 of the Proxies available by default in Premiere (Although I have not tried creating any new presets...). Exact same results for all types. I've even tried creating a new project and just throwing the Proxy file created by Adobe Media Encoder into the project. Same results.
*I have tried converting the videos to a variety of other formats/presets with Adobe Media Encoder. The converted files play fine in all other players, but all still have the same problem in Premiere.
*I've tried turning on Optical Flow (vs. Frame Sampling).
*I've tried 'Render In To Out' in the Sequence menu.
*I've checked my system performance in Task Manager while playing. RAM, CPU, GPU, SSD all stay relatively low.
*None of the above make it any better (or worse) - it's always the same result.
I'm sure this comes down to my own newbie operator error but I'm struggling to narrow down the source... Any help getting pointed in the right direction would be greatly appreciated!

Things to try/check
1) Clear media cache manually. Close Adobe PP/AME/AE, goto cache location and delete folders:
Media Cache, Media Cache Files, PTX, Peak Files.
By default cache path is, on Windows: %USERPROFILE%\AppData\Roaming\Adobe\Common
on Mac: Users/(Your user name)/Library/Application Support/Adobe/Common
2) Make sure that NVidia G-Sync is off in driver control panel
3) Make sure you are using NVidia 'Studio' driver and not 'Game ready' one
4) Reset workspace: Window > Workspaces > Reset to s

5) Try on/off "Mercury Transmit" option (Preferences > Playback > Enable Mercury Transmit)
6) Try Preferences > Audio Hardware > Default Input => select "No Input"
