Strange Performance Glitch - Gif attached

So I have delt with this issue for a while now, as it comes and goes. 

But I am more just curious on the fact that this problem is so odd and annoying.
I will make a selection or scroll and nothing will seem to happen until I click an option in the top bar...

You can see in the attached gif:
- timeline fuctioning properly
- on screen movements not visual but still occuring
- general ill performance
- scrolling not working

Let me know what you all think...
I can answer any questions as needed.

Have you reset your workspace and trashed your preferences?
