Using scroll wheel stops me from clicking on anything

Every time I use the scroll wheel to navigate through the timeline or lists, I can't click on any of the UI until I click on the toolbox:

Is anybody having this problem? Any solutions? I tried resetting preferences, but it doesn't work.

Figured it out, I nested some audio, and as soon as I deleted it everything magically works! Im a genius!!
