mpeg2 = combined video & audio for computer playback

mpeg2-dvd = separate video & audio files to feed to a dvd authoring program

mpeg2-blue ray = separate video & audio files to feed to a blu ray authoring program

One difference is that MPEG2 is a combined video and audio file, where as the others have a separate file for video and another for audio.

What Richard and John said about the main differences. But also, the MPEG2 format has options that are not available in the DVD/BD versions. And from the opposite end, I found it difficult to ever get an MPEG2 Blu-ray compliant file if I started from the MPEG2 format.
