Its the work area bar.

In stead of using the WAB you can use in and out points.

Click on the hamburger menu next to Sequence 01 in the timeline and uncheck.

I'm so dumb. I had no idea it was the Work Area Bar. I uninstalled and reinstalled Premiere twice to get that removed, would you believe that?
