At one time it appeared Adobe was going to integrate Captivate with other Adobe Tools. The  last eLearning Suite they released eLearning Suite 6 included Captivate, Photoshop, Acrobat, Audition, Flash, Dreamweaver, Bridge and Presenter. Shortly after that they released Creative Cloud which seemed to bring the end of the eLearning Suite product. I like others at the time thought that Captivate would be released as part of Creative Cloud but of course that never happened. It's unfortunate because I taught many students to use the suite tools to enhance their Captivate work by knowing how to use Photoshop, Audition, Flash (now Animate) and Presenter. Dreamweaver was used to fix html output, Browse in Bridge to find files right inside of Captivate etc. Acrobat was great way to package Captivate files in swf format, but of course that will go by the wayside with the death of flash in 2020. It's unfortunate because my belief is that many developers could greatly enhance their skills and their final Captivate output if they were knowledgeable in how to use these tools. Maybe integration with CC could be topic of discussion to be raised at the upcoming conference in Washington in April since most of the Senior Adobe Officials appear to be in attendance.
