If you want that as a template to use accross many different premiere pro projects: you can create a project template with just the adjustment layer with its effects. have 2 projects open in premiere pro, the template one and the editing one. you can use a pancake workflow (have 2 timelines open), then drag n drop the  adjustment layer from the template project timeline to your editing timeline. and about saving presets, you can select all presets used on your adjustment layer  and save them as 1 preset that you can later drag and drop, so you don't have to save each preset as a standalone preset, then import and drag/drop them one by one. ...
