Try to use the Import/Export under Marker in Automation Blocks: Is there any specific reason why you want to edit markers outside of Premiere Pro? You can always edit Markers comments from the Markers tab inside Premiere Pro. Make sure you do not have any clips selected on your timeline for sequence markers to appear there with comment editing. Try even without Chrome running. Make sure the top tab Shows Premiere Pro  active and not Chrome as sometimes I experienced issues with Chrome active even though I'm inside Premiere Pro. But this may not be the culprit as I'm also experiencing lot of issues and instabilities with text and its properties in general, UI becoming unresponsive and the only solution is restarting Premiere Pro V25.0.0 build 61 on my late 2016 Macbook Pro.  ... Can you tell us more about your system specs and your project workflow? what type of files are you working with? Premiere Pro does not destroy hard drives, you can always send your system logs to Adobe Staff to check what went there, and if there was anything related to processes linked to Premiere Pro during the incident. No problem, I think local workflows are better for dynamic linking, but I am totally by your side in requesting a feature to have a more practical and flexible approach to something other than dynamic link as it is right now.
