You'll need a plugin for that kind of bulk action. Look up my Search and Replace, and use its Transfer function to copy from Path to Keywords. It then creates keywords to match each level of your folders. You can test this without buying.

You can't do that.
The sidecar method is more efficient, and choosing Embedded + Sidecar in the Import dialog means that you initially see the camera-rendered JPEG, if that is behind your desire to import both.

Another oddity is that in the Finder screenshot there is a 2023 subfolder under 2024 LR Photos, but that's not shown in the LR screenshot. Of course, the explanation may simply be that 2023 was never imported into LR, but it makes me wonder if the Finder and LR screenshots are looking at the same thing - the same drive or device.
How long are you waiting for the question marks on folders to disappear?
Could we see a similar screenshot of LR's Folders panel after reopening LR and finding the question marks again.

I've just tested right clicking on the filmstrip while in Develop, and the export window appeared as expected.
One thing you may try is to reset your preferences. The easy way is by holding Opt and Shift (Mac) while opening Lightroom.

The faces are recorded as keywords, and keywords are available in the renaming template.
You can't choose which keywords though, so the renaming would mix people and other keywords.

But you can choose more than one item....
From Print's Photo Info drop down box, choose Edit:
Here after pasting your text into the Caption in Library, I then chose Edit in the Photo Info box and added Caption and Filename which now display below the Photo. Line breaks can be entered with an Alt+Enter on Mac and Ctrl J on Windows (Alt+Enter may also work).

Sign out of both existing devices.
I also get this same problem occasionally, but only on my PC which tells me I am signed in on "John's PC" and "John's Mac" and that I have reached the 2 computer limit, despite being on "John's PC". You seem to have got two instances of the same Windows machine.
I've tried to get Adobe to look at this, but it seems to slip between the Lightroom and the Adobe's CC authorisation teams. I think it's the latter, but I've not been able to make progress.
Uninstalling or cleaning the Adobe CC installation does no good.
So just sign out of both devices, and as you know you can continue until the next time.

OK, I misunderstood your question. So just import from the SSD and on the right hand side of the Import dialog, ensure that Don't Import Suspected Duplicates is checked.
This makes Import match files which arrived via Sync with those on the SSD and only import the others.

You shouldn't need to import them from the SSD . Assuming you used Lightroom Mobile on the iPad (is that correct?), they've already been imported and should sync when you open your Lightroom Classic catalogue as dj_paige says..
So open LrC and let it sync. Do you see those photos with all their settings?

Enter it in the Title or preferably the Caption field in the Metadata panel. Other fields to consider would be Instructions or Source.
These can be printed.
Also, Ctrl S on PC and Cmd S on Mac will save the data back to the photo, making it available to anyone not using LR and examining the file .

You could use the Syncomatic plugin. Import the NEFs so both sets of photos are in the catalogue, and the plugin can copy from the missing DNGs to the NEFs.

When you set a LrC catalogue as the catalogue which will sync (only one catalogue can ever sync), it will automatically sync down all files from Adobe's cloud. You've no control over this, so let it do it.
Once it is done, then check that you have everything you expected that you would have, so do common sense cross checks such as the number of files in the cloud versus the number in the LrC catalogue. Once this important step is complete, and you're sure that you've lost nothing and are in complete control, then you can make decisions about having more than one catalogue.
And as DJ Paige said, it's better to stay with one catalogue rather than fragment control of your pictures.
Also, I don't expect that converting from a cloud-based Lightroom ("Lightroom CC" doesn't exist) to separate Lightroom Classic catalogues would "increase processor/memory efficiency". It will mean less dependence on the cloud, and that you will be in control of managing your pictures, as well as having LrC's more extensive features.

So if I batch change the extensions to .DNG in Bridge without doing anything else, it will not affect anything in LR? My catalog structure will remain intact and LR will act exactly the same as if I kept the extensions as .dng?

Is there any benefit of setting the extension of future imports to .DNG? I would rather have consistency than some .dng and others .DNG. What downside besides how the extension appears does having .dng extension instead of .DNG extension have?

The benefit would be easing your own discomfort at having some .dng and others .DNG . I certainly share that, but I don't get too worried if some files get into my main catalogue with upper case extensions (I prefer the less shouty lower case). Maybe some are still in the catalogue, but I'll usually fix them immediately if I've nothing better to do, but there's no practical benefit. LrC's Library Filter and Smart Collections don't distinguish between upper and lower case, though some other apps do or can do.
I said immediately because exporting an upper case DNG or sending it to PS would lead to upper case JPEG/TIF/PSD, so the discomfort grows! Also I backup the files as soon as I've decided to keep them, and I don't want a DNG on backup and a dng in Explorer/Finder/LR - just in case of I don't know what.
You said you've "assigned them to collections. I don't want to lose that work." I assume you mean collections in the technical way, ie in the Collections panel. It's for you to decide how much work you'd lose, but you could mitigate that by using other metadata that would survive removal from the catalogue and reimporting. Colour labels? Keywords? etc.

If you don't do this, the files will have DNG extensions in Finder/Explorer but in LrC you will see them as dng.
As I said before, try it on a small folder to see if you like the results. But in general I'd just advise you to leave things as they are, and accept a few photos in the catalogue will be dng and others DNG.

LrC doesn't allow you to do this. You would have to do it outside LrC, for example using Adobe Bridge (which is free and useful in its own right).
Assuming you have done some work on the dngs in LrC:
Select the files in grid view
Ctrl S to save work back to the files
In Bridge, select the files and use Tools > Batch Rename
In its New Filenames section, choose current filename, Name and Original Case
Start a new line and choose current filename, Extension and Upper Case - notice the Preview section in my screenshot
Remove them from Lightroom UPDATE, MY ERROR
In Lightroom, synchronize the folder and reimport the files
Do this on a small folder, and folder by folder until you have the idea. This method will preserve almost all of your LrC work - though not VCs, assignment to Collections.

So is the key problem that you have DNGs which have edits, but which are now shown as missing in LR, and you want to apply those edits to the corresponding raw files (from line 2)?
Assuming you've not made big changes to the filenames, you can use my Syncomatic plugin (from here) to sync edits between files. You would add those raw files to the catalogue, so you have both the missing DNGs and the added raws in the catalogue, and it'll copy metadata and adjustments from a missing DSCF123.dng to DSCF123.nef, etc.
