If you have tried to reset the preferences and tried to create a new project and import the old project into that as Ann suggested earlier and none of that helped, it seems to be a computer issue rather than a Premiere Pro issue.
I have downloaded the files and they work here as expected without issues here as well. Since you have the same problems on two versions of Premiere Pro it does not seems like a bad install of Premiere Pro. If you have close to no space left on the disk/s you have the source media on it can be a Windows issue, bad configuration or something else. 10% free space is absolute minimun per disk, on the OS-disk and the two WD-disks.
If i sat in front of your machine i would have tried this:
Clone the system drive so you have a backup of Windows as it is now. I prefer Acronis True Image for this. Then, do a clean install of Windows 11 and update it with Windows Update. When done, install the Creative Cloud app and install Premiere Pro. Now, create a new project and import the audio files you have problems with today. If it works, you are back on track. If not, use the clone you did and restore Windows.
If you do a clean install of Windows, refrain from installing any other software and especially software that do system wide changes such as changes to the Start Menu/Task Bar, etc, etc. The idea behind a clean install of Windows now is to see if it works or not, so just Windows+Win Updates+Drivers for GPU/Chipset/Storage+Premiere Pro is most important to start with as a part of the trouble shooting.
Why do i suggest all this?
Doing a clean install of Windows is fast, trouble shooting issues like this takes far longer time and many times its impossible to find the cause to the issue/s. So its a fast way to rule out old settings, other software, etc, etc and is IMHO often the fastest way to solve issues that only appears on one computer.
If you clone the OS disk before its a matter of minutes when/if you restore it to be back at the point you are at today.

...and the sound file that I sent earlier also plays. Ann has tried this. The volume may be weak, but it is playable. Closing Premiere now also takes a very long time, too long so that I have to intervene manually. I also have version 2024 of Premiere on my PC. It also goes wrong there.
