This happens in all versions of Premiere Pro 25 and has not been fixed yet. This happens with all media with Dolby Digital audio such as many AVCHD files.
The fastest way to solve it is to downgrade to Pr 23.6.8 using the Creative Cloud app. It can also be solved by transcoding the footage to anything else, such as ProRes LT. Another way is to extract only the audio and use those files. Cumbersome though... You can use Shutter Encoder - Encoder|Converter video FREE PC|Mac for this.
When I updated to version 25, when I read a long AVCHD file, the video and audio were delayed by about 20 frames, the version was 25.01, but it did not recover before, and I wonder if it is just me, but I can't confirm the deviation even if I check the material, but I can't confirm the deviation, is there a countermeasure?
